He did not break discipline. Part of the sentinel's duty is to maintain the proper atmosphere of respect. There is also a video where the sentinel shoos a group of people off the stairs behind the Tomb.

He broke discipline -- I hope he does not get in trouble for his actions. They are trained to ignore the crowd, just like the guards at Westminster.
