More info on the CRC scam coming out in the Columbian...

So, I've been calling this scam a, well, scam, for years now.  I've been vilified by Lou Brancaccio, in part because of how I express my concerns over that project that the newspaper has gone through thousands of gallons of ink cheerleading for on the way to this point.

It's been worth it.

The newspaper finally seems to be getting it.  And now the fit is beginning to hit the shan.

Here's the money quote from the article:

  • Lou Brancaccio · Top Commenter · University of Florida  "It was noted that David Evans and Associates’ billing rate schedule allowed for each billable labor hour to be marked up by a 172.82% Overhead Rate and a 31.0% Fee (Profit). The total markup on each billable labor hour was negotiated to be a factor of 204.32% (for example, a state rate for a Bridge Engineer of $40 per hour would actually cost the CRC $121.73 per hour)."


  • This is the kind of apparent theft that those of us opposed to this rip off have been yelling about for years.

      First, it must be really nice to have a guaranteed profit, over and above your overheads, which is covered in the overhead rate. Second, in private industry, we review their rate to ensure it is appropriate, and then audit their invoices to make sure the hours are correct, and the applied costs are appropriate, in a very detailed fashion, sometimes getting down to the actual timecards and job sheets of individuals. To not have this same detail available on a public project is, in my opinion, completely unacceptable.
