Is Mussolini Mikey Briggs lying? Or just ignorant?

Lew Waters took this sampler of the most delusional local candidate running as proof:


More proof of what a moron Mike Briggs is. He finds it acceptable to wait 5 years to recheck this abominable home rule charter to make changes if they don't like it, but cannot wait two years to vote out a Commissioners they loath? Neither Briggs nor the ridiculous charter should pass

Showing that he hasn't bothered to actually read the charter, the fact is this:

Once we are a Charter county, we can NEVER "go back to the current form." The State Supreme Court has ruled thus, and we are not even allowed to vote on such a thing, nor does the Charter Review Committee section (article 9) mention such a power.

In short, the Charter can NOT be revoked, ever.

Why he so stupidly believes it can is simply beyond me.  But then "stupid" sums up the mindset of charter supporters.

So, that begs the question: is he lying?  Or just ignorant?
