First of all, there should be no such bill. Of any kind.
After all, haven't you heard? Women want to be equal.
Except, apparently, in a few areas based on their reproductive systems.
When it comes to THAT, their brand of equality starts with the Orwellian variety. "All pigs are equal, but some pigs are more equal than others."
Laird, perhaps one of the biggest liars at the democratian, starts with the following utterly flawed premise:
No one around here seems to have noticed, but history was made last Nov. 6 in Clark County's three main legislative districts. For the first time, a majority of those nine legislators are women: Sharon Wylie, Ann Rivers, Annette Cleveland, Liz Pike and Monica Stonier. Friday I checked with Betty Sue Morris -- who served in the Legislature from 1989 through 1996 -- and she confirmed that this is the first time five women have represented Clark County's three major districts.
Does this make the delegation better? Not necessarily. It just means the community has reached a milestone in equal representation.Clark County is represented by 15 legislators. of the 15, 5 are women.
Now, it's not unusual for Laird to twist or spin facts, but there it is.
Second, except for fringe-left whackers like Laird, the PLUMBING of legislators is meaningless.
The democrats we're stuck with representing us are all inexperienced or shallow sock-puppets. Monica Stonier is a coward, who blows off uncomfortable votes... because she fears she's going to get smacked upside the head if she votes her district on issues like then 2/3rds majority for tax increases... voted overwhelmingly for in her district. Politically, this kind of cowardice, which she's going to be reading about a lot, makes her a "dead woman walking."
See, it's the representation that's the thing... not the gender of the person doing the job.
But in the twisted world of the pit yorkie, it somehow makes a difference (for public consumption, anyway) if that representation has boobs and lacks a penis. In Laird's world, he'd rather have a female coward representing us (Such as Jaime Herrera or Monica Stonier) than a male with principle (David Castillo, for example)
And all of that garbage was bad enough. But then, well, I'll let another commenter, Steve Carroll, tell it:

Let's see what you've served up today, John. You go on about how women are appropriately prominent in Washington State politics. You could have also mentioned that this US Congress will feature record numbers of female Senators and Representatives. That's good news, but sort of contradicts the point of your story.
Then, you claim that the US House blew off the Violence against Women Act, without admitting they passed a modified version in 2012 that the Senate wouldn't agree to. I'm not saying that the House version was wonderful, but your insinuation that the House summarily turned their backs on millions of women is intentionally deceptive.
For the encore, you dredge up a "scoop" on Pat Robertson, as if he's the official representative of conservative men in this country. Pat's foolish comments may be newsworthy, but no more significant than a fart in church: It stinks, but it doesn't last long.
So, John, your column is a bit weak this morning. For a real assessment of how women are are ignored in today's society, maybe you'll tell us about management staffing at The Columbian. That stink will last a little longer.
Calling it a "bit weak" shows Steve's gift of understatement. That's kind of like saying the Titanic "took on a bit of water."
This is, in fact, just another in the series of self-serving lies the pit yorkie serves up: facts omitted, exaggerated, twisted and ignored.
Much like, come to think of it, the rag's efforts on the CRC scam... or the Ballpark Rip-Off.
It's just the lying scumbag fringe-left whack job Laird.... being Laird.
