A proposed 5 percent admissions tax for a baseball and multiuse stadium died Tuesday at the hands of the Clark County Board of Commissioners. But that doesn’t mean the tax is off the table, at least within Vancouver’s city limits.More like this
When Commissioner Marc Boldt — the swing vote in Tuesday’s decision against the tax — listed his reasons for not supporting it, he included the opposition of five of the seven Vancouver City councilors.
But several of those city councilors may not be against collecting the tax and using that money elsewhere, despite their distaste for using that money to build a baseball stadium at Clark College.
A county analysis showed Vancouver can raise $500,000 a year by taxing ticket sales on movie theaters and golf courses within city limits; that figure could be even higher if the city includes other entertainment venues. The county’s proposal did promise to divert $8.2 million from the countywide tax to the city over 20 years, but Councilor Bart Hansen said it still wasn’t enough.
“The admissions tax, in my opinion, needs to be used for core services,” Hansen said Wednesday.
Not that he’s proposing it right now. But, as the city crafts its 2013-
2014 budget next year, he said that money needs to be kept in mind.
“It’s a tool in the tool box,” Hansen said. “If we get to the very end of budget discussions and we’re looking at closing a fire station or we’re looking at laying off public safety employees, I will utilize this tax if necessary.”
Councilor Pat Campbell said last week that he felt much the same way — that the tax should be reserved for other emergency needs.
Campbell suggested it be used for basic maintenance of city roads, buildings and other properties. Bill Turlay, who won November’s election to replace Campbell, agreed.
“There are other things I think we could put that money toward, if we put it toward anything,” Turlay said.
But Councilor Jeanne Stewart said that for her, any admissions tax is a strong no in today’s economic climate.
“Pretty much, I’m just a ‘No’ on that, pretty well into the foreseeable future,” Stewart said. “I’m not interested in looking for and soliciting and imposing specialized taxes. People are really worried about how to pay their bills already.”

This is yet another salvo in the rag's campaign against Tom Mielke. It will now increase in frequency and effort as we close in on the next election, because the dems could run a board fence against Tom and this anal rag would endorse it over Mielke.

Some intriguing comments on the "Boldt Balks" story. One commenter offers up this:

Why does baseball in Clark County have to be dead? The owners of the Yakima Bears should call up the Vancouver School District, and offer to drop a few million dollars into upgrades at the already beautiful Propstra Stadium, in exchange for 38 days of use per year. I realize that there may be issues with alcohol sales and such, but some creative thinking could solve that. A Single A Team does not need a Triple A style ballpark. The people of Clark County would welcome professional baseball, and would pay for the chance to see it. Work out a way that doesn't include millions of dollars in taxpayer money and "they will come."

As we all know, Michelle Obama was instrumental in setting up the school food gestapo. Her cult of personality has had ripple effects that have resulted in restaurant businesses changing their business models and menus, all because she wants them to. Her efforts are directly responsible for ending that mass killer of children, The School Bake Sale (screams of horror sound effects optional.)
The problem? She's a rank hypocrite. She wants to tell us what and how to eat... but she uses her position to pig out whenever, and however she wants.

But Michelle; leadership, which is what you really, really, really want us to believe you're exhibiting on this issue, includes much more then words. It involves setting the example. And that's a concept you simply can't seem to grasp.

I voted for Marc every time he ran for one reason and one reason only: he was a conservative.
Party label is secondary to that; after all, Jamie Herrera fooled him into thinking SHE was a conservative, when she doesn't have a clue about conservatism, populism or representation... unless, of course, you've got your checkbook handy, then access is a breeze.
But when it comes to Marc, that's neither here nor there.
Marc must CONTINUE utilizing this new-found conservative meme, or he will be gone.
The tests don't stop here. Will Marc raise our property taxes again? A conservative wouldn't.
Will he support a "commissioner's holiday" for county employees, blowing a $140,000 hole in our budget by giving them all at least one extra day off... with pay.... pay coming our of OUR wallets? A conservative wouldn't.
Will he continue to travel around the country on our dime? A conservative wouldn't.
Will he continue to support rip offs like the CTran scam, and their gerrymandered district that he supported during its development? A conservative wouldn't.
Time will tell. But time is mostly critical for Marc, because he's a choppin' and the chips ain't flyin'. He has to find a way to restore his conservative cred. Yesterday's vote was a big first step, but there are many, many steps left to take.

The delusion of Steve "The Liar" Stuart on the ballpark.
One of the many, many problems that Steve "The Liar" Stuart has is that he seems to live in an alternative universe.
I was reviewing his comments at the end of the dog and pony show that was the hearing today; for which I gratefully acknowledge the fine efforts of Lew Waters for culling from the CVTV feed and placing it on YouTube. comments made shortly before the destruction of the rip off that the rest of the world calls a ballpark, but that HE, somehow, magically sees as a "jobs creation idea" for a "multi-purpose stadium."
Sure. Like Mariner Stadium is a multi-purpose stadium.
"Those people that support it, or those people who oppose it... we're all citizens here. We're all citizens of Clark County."
No, Liar, we're not.
The Yakima Millionaires are not "citizens here." They're from the other side of the state, and through you and Tim "The Liar" Leave-it and Bob Knight scamming one of your smoke-filled room deals tried to pull a fast one on us and we stopped you.
You could have held a county-wide vote... easily. But you didn't want to do that, because you knew how it was going to turn out... so you did your best to ram this crap down our throats... and calling the Yakima Millionaires "citizens here" is a total joke of the variety you favor... the variety that isn't funny.
"And we have stacks of emails that have come from people for and against this."
But mostly... by a margin of roughly 3 to 1, against this.
"This is not us versus them. We are all us."
That's another lie. It is PRECISELY "us versus them."
It's the special interests that own you. It's the downtown Mafia, the CRUDEC, the Chamber of Horrors, the identity Vancouver types, The Arch Millers, the people who think they OWN this county... versus the little guys, the people horrified by the very bizarre idea supported by you, Liar, that those actually going to the ballpark should only pay 5% of the costs to build it and operate it, while the 95% of us who will never set foot in it should pick up the rest of the tab.
It;'s the special interests who bizarrely believe they should personally and financially benefit from this scam... those who will build it, those who will own it, those who will provide concessions for it, and those who will publicize it should pay absolutely nothing in taxes for the privilege, while those of us attending the fair, movies, the amphitheater or playing golf somehow should.
That is inexplicably idiotic.

It was a scam where a few people would be enriched at our expense and a bunch of part time, minimum wage, extremely expensive jobs might have resulted.

Uh, no. It was for a ball park. a ballpark that they would pay next to nothing to own and operate at our expense and on public land.

Boldt balks: Baseball proposal dies at county's hands

In an unexpected move, Clark County commissioners did not approve a proposed 5 percent admissions tax to help bring professional baseball here.
It essentially kills professional baseball here for now.
The vote to approve the stadium did not even come to a vote, because there was not a second to even take it to a vote.
Commissioner Marc Boldt was expected to go along with Commissioner Steve Stuart to approve the admission tax. But he did not. Commissioner Tom Mielke was always against it.
"Right now, I am sorry, I can't support it," Boldt said.
Mike Thiessen - one of the men who put together the baseball proposal for Clark County - said he was shocked by the county's move.
He was asked what Plan B was now that it was rejected by the commissioners.
"Plan B doesn't include Clark or Vancouver," he said.
He said there were several markets in Oregon that will now be considered.

Protesters and state patrol mix it up at the Capital Building, at least one arrest.
Received report that between 6pm and 6:20 at the south entrance of the capital building pm, protesters were harassing, blocking and attempting to get reaction from WSP guard personnel at the capital building this evening. No media were present; the witness indicates that the state patrol showed "remarkable restraint" in failing to react to protesters who were attempting to block entrance to the building.
Protesters were chanted, hurling invective and profanity, trying to foment a reaction on the part of the WSP. At least one general administration employee was injured by protesters attempting to force entrance into the building after it was closed.... they partially were pushing in... and suddenly, they were pushed back out.
The scene was reminiscent of the ugliness of the Wisconsin capital riots. My source tells me that he believes it was "orchestrated.... your typical Evergreen University crowd."
My source has over two decades of exposure to the legislative scene in Olympia: "it was the ugliest scene in all the years I've been up here."
There was no choice about the arrest, as assaults were taking place. The source reiterated his admiration for the professionalism exhibited by troopers on the scene.

For Boldt, a lot's riding on this vote. If he votes to screw us with a ticket tax, it will be because he's been bought off by his democrat buddies. It will also mean that I will be coming after him with everything I have, including, possibly, running against him myself.
With this vote, if Boldt votes the wrong way, the first step will be my activation of Marc Boldt Watch, where I will begin the process of filling in the blanks, so people can both get to know the real Marc AND a review of his democrat voting record... where every last shred of the conservative, principled Marc Boldt that would walk through fire for conservative causes has... simply... disappeared.

Rep. Barney Frank (D-Mass.) will announce Monday that he is not seeking reelection, ending a 32-year career in the House.
Frank, 71, is the top Democrat on the Financial Services Committee and the architect, with former Sen. Chris Dodd (D-Conn.), of the sweeping Wall Street regulatory reform law enacted in 2010.
He is scheduled to hold a press conference at 1 p.m. in his district, according to a spokesman, who said the congressman would announce at that time the reason for his decision. His retirement will deprive the House of one of its most colorful characters, a man known for his quick and often caustic wit.
Elected in 1980, Frank survived scandal early in his career and rose to become the nation’s most powerful openly-gay elected official. After coming out publicly, he became a champion for gay rights and helped campaign for an end to the military’s ban on gays serving openly, which ended this year.His legislative legacy is likely to be the Dodd-Frank financial reform bill that passed in 2010 in the wake of the Wall Street meltdown that sent the economy into a tailspin in 2008. Hailed by the Obama administration, the law has drawn sharp criticism in the Republican presidential nomination fight, and one leading contender, former Speaker Newt Gingrich (R-Ga.), even suggested that Frank be jailed, along with Dodd, for their support of the mortgage giants Fannie Mae and Freddie Mac in the lead up to the financial crisis.

Fact check: Has Wash. cut budget by $10.5 billion? Hardly

OLYMPIA, Wash. (AP) - In laying out the case for a possible tax increase, Gov. Chris Gregoire stood by a pie chart and talked about how the state had already cut $10.5 billion since 2008.
That number is only true if you stretch the interpretation of what a budget cut is.
Even if her new round of $1.7 billion of budget reductions go through, Washington is still scheduled to spend about $30 billion in its current general fund budget, more than the last budget cycle and only $1.5 billion less than the peak in the 2007-09 budget. Her much bigger calculation comes because of how budget writers view projected growth in government - especially at a time when more people are relying on its services as a safety net.
Many of the hundreds of cuts Gregoire and other Democrats have tallied are simply automatic spending increases that didn't end up happening. For example, because the state twice suspended automatic cost-of-living adjustments for education employees, budgeters counted it as a "cut" of $682 million. Another "cut" of $344 million is counted because it stopped regular cost-of-living increases for some pensioners.
The $10.5 billion number also includes more than $1 billion that was cut from higher education, but much of that money is still coming in a different way because lawmakers hiked tuition rates to offset the reductions. This year, the state halted new entrants to the Basic Health Plan for low-income residents and counted that as a saving of $130 million.
Some of the other numbers are even more curious. Budget leaders counted a $128 million cut for delaying an education apportionment payment, but the payment was still eventually made. They counted a $69 million cut from state parks, but didn't take into account that the state filled that void by creating a new fee for park users. They booked another $440 million for an actuarial change in pensions.
While the claim for $10.5 billion cuts may be a stretch, Gregoire did accurately portray a long-term slide in state revenue when accounting for personal income and population. In 1995, the first year comparable information is available, the state brought in almost 7 cents for every dollar of personal income in Washington. That has dropped to less than 5 cents, according to state data.
And the state has made a variety of substantial cuts, closing three prisons, reducing the state workforce by about 7 percent and cutting key social services. Gregoire proposes to cut even deeper, reducing the length of the school year, eliminating some social programs and releasing prisoners early.
Gregoire's tax proposal would ask voters for a half-penny increase in the state sales tax, bringing in nearly $500 million per year to counterbalance some of the cuts - particularly in education.
Republicans say there is more work to be done on reforming state government.

Madore's "C.A.S.H. model." When he runs against Boldt....
I've been thinking about it since I first read it in The Reflector.
You know, in theory, something like that makes sense.
His application of it, however, is, well, lacking.
Let's take each letter of the acronym, as reported in the paper:
C = Character.
OK. One of his newer chief minions is Jon Russell, a man who has proven repeatedly that he HAS no "character." He's a fake conservative, he's a fake Christian, he's a liar, time and time again...
Freeman has a fake college degree. Plinski claims herself to be a "small business owner," arguably untrue by virtue of the fact that the Secretary of State's office and Department of Revenue have never heard of her... like they have every other legal small business owner in this state.
So why is Madore even talking to him, let alone shilling/supporting him? Or the other two?
Is claiming to be a born-again Christian the secret key to getting Madore's checkbook?
A = Attitude.
"Attitude" can mean many things to many people. It can also be an act, and, frankly, it has no place as part of a candidates skill set by virtue of his or her electability. "Attitude" can be, and frequently is, a front. Tim "The Liar" Leavitt's attitude and his lies got him elected. Does that make him a good candidate, worthy of Madore's support?

Again, Jon Russell has no skills. Neither does Freeman or Plinski or Zandamela. So why is Madore supporting them?

All of which makes me ponder: there is an OVERWHELMING buzz out there that Madore is coming after Boldt... that is, that he, personally, will be running against Boldt, that Madore has put a campaign organization together and is, with his unlimited check book, about to bust a move on Boldt.
Madore has, apparently, recently put together that I am Boldt's brother-in-law. That fact doesn't make any difference to Marc, who has sold out every shred of the conservative values that saw him get elected for the downtown mafia/Identity Vancouver types who now own him like the 13th Amendment never passed, and as a result, it doesn't make any difference to me.
I will be assisting in Boldt's removal from office next year... because I have enough information to accomplish that fact.
The only questions are these: do I help someone else? Or do I do it myself?
Because, due to Madore's actions and support of many (but certainly not all) candidates and people who shouldn't even be IN politics, let along hold elective office, and because of the people he's surrounded himself with, it's not going to be him.

You know, in theory, something like that makes sense.
His application of it, however, is, well, lacking.
Let's take each letter of the acronym, as reported in the paper:
C = Character.
OK. One of his newer chief minions is Jon Russell, a man who has proven repeatedly that he HAS no "character." He's a fake conservative, he's a fake Christian, he's a liar, time and time again...
Freeman has a fake college degree. Plinski claims herself to be a "small business owner," arguably untrue by virtue of the fact that the Secretary of State's office and Department of Revenue have never heard of her... like they have every other legal small business owner in this state.
So why is Madore even talking to him, let alone shilling/supporting him? Or the other two?
Is claiming to be a born-again Christian the secret key to getting Madore's checkbook?
A = Attitude.
"Attitude" can mean many things to many people. It can also be an act, and, frankly, it has no place as part of a candidates skill set by virtue of his or her electability. "Attitude" can be, and frequently is, a front. Tim "The Liar" Leavitt's attitude and his lies got him elected. Does that make him a good candidate, worthy of Madore's support?
S = Skill.
Again, Jon Russell has no skills. Neither does Freeman or Plinski or Zandamela. So why is Madore supporting them?

There are a number of reasons why the slimeball mayor of Vancouver is dangerous to us all here locally.
We're all aware of the despicable lie that was his campaign: his rabid support of massive tolls on a bridge we do not need, want or can afford; his equally strong efforts to keep us all from voting on his lie; his lies as part of the CTrans tax measures, and his efforts, along with fellow democrats Steve "The Liar" Leavitt and Marc "Sellout" Boldt to utilize the gerrymandered CTran tax district that precludes the citizens of this county from having any say, while allowing the dependent on socialists population he controls to determine the outcome of tax issues for the rest of us... by virtue of insuring that all major retailers.... and most minor... are included in their carefully cutout lines so that the vast majority of us are kept from voting... but not from paying their taxes.
So, in response to a constituents well-founded concerns, when The Liar responds like this:
One must remember:
"The voters" weren't "asked" a damned thing.
A few people were empowered to extort money from the rest of us, and like always, decided it was a hell of an idea.
They were lied to by people like The Liar and Sellout; CTrans didn't NEED the money... they WANTED the money. So The Liar asked a few of his carefully screened fellow fringe-leftists to sign off on the deal, and they obliged.
But as you're paying this tax for the rest of your life, feel free to ask yourself: did anyone ask me? Why not? Am I not one of "the voters" The Liar is babbling about?
Well, chances are, you're not. Because as the vote on I-1125, which passed at an almost 60-40 rate in Clark County proved, as this thing gone to ALL the voters in this county... you know.... the people who will have to actually pay for The Liar's vision?
It would have been crushed.
Tim "The Liar" knows it. Steve "The Liar" knows it. "Sellout" knows it.
Clearly, Leavitt would have been comfortable as the mayor of a city in the 3rd Reich. He has the same mentality.

And then at one point they were – we had encircled them and they were trying to leave and they were trying to clear a path. And so we sat down, linked arms and said that if they wanted to clear the path they would have to go through us. But we were on the ground, you know, heads down and all I could see was people telling me to cover my head, protect myself and put my head down. And the next thing I know we were pepper-sprayed.—

12 former officials indicted for voter fraud
Posted: Nov 22, 2011 1:51 PM PST Updated: Nov 22, 2011 1:51 PM PSTQUITMAN, GA (WALB) - 12 former Brooks County officials were indicted for voter fraud. The suspects are accused of illegally helping people vote by absentee ballot.
State officials launched an investigation after an unusually high number of absentee ballots were cast in the July 2010 primary election. "As a result of their grand jury findings 12 individuals were indicted in that particular matter and we will be trying that case in a court of judicial law instead of a court of public opinion so that will be pending this next year," said District Attorney Joe Mulholland.
The defendants include some workers in the voter registrar's office and some school board members. They are Angela Bryant, April Proctor, Brenda Monds, Debra Denard, Lula Smart, Kechia Harrison, Robert Denard, Sandra Cody, Elizabeth Thomas, Linda Troutman, Latashia Head, and Nancy Denard

Of course, the ownership of the Columbian stands to benefit directly from the downtown renaissance. But the fact is, the Columbian is, once again, on the wrong side of the issue…. Like they are on their rabid light rail support and their efforts to keep the Columbia River Gorge Tom Koenninger’s personal park.
In the end, you can paint lips onto a pig…. And it will still be a pig. With the city’s current, unabashed efforts to raise taxes (HOW much have they spent on this government subsidized pig? HOW much are they costing us with their incestuous relationship with the downtown developers? HOW much do all the tax breaks add up to? HOW much is the free rent for the port-commissioner’s daughter’s restaurant?) and their increasingly expensive regulations, they’re doing everything they can to hurt small business while they expand their empire at the expense of the taxpayers.

Secondly, the city was lying about other local hotels and restaurants "benefiting" (particularly since the Hilton is making exactly zero effort in that regard, as explained below), Thirdly, if the Cowlitz complete their scam, the Pollard Hilton will become a ghost town, relatively speaking and, finally, the taxpayers of Clark County are STILL on the hook for 10's of millions for this unnecessary, unneeded boondoggle.

Boldt shows his obvious confusion: Madore to expand no toll efforts to North Clark County
The Reflector has stirred it up a notch by doing an article on David Madore, who took the opportunity to rightfully smack my brother-in-law, Democrat County Commissioner Marc Boldt around over his spend us into bankruptcy efforts as a Clark County Commissioner.
Excerpts:
Marc voted for the gerrymandering of the CTran tax district, excluding 10's of thousands of us from being able to vote... but not from paying the taxes he so strongly supports.
Marc voted to take our firearms away from us in the event the Commissioners "declare an emergency," ala the New Orleans/Katrina debacle.
Marc voted to jack up our property taxes and send the money to the county health department... where, coincidentally, I'm sure, my sister-in-law, Boldt's wife, just happens to work.
Marc demanded that we jack up the sales tax in the most recent CTrans scam... again, making sure that we had no right to vote on the issue.
Marc has endorsed Steve "The Liar" Stuart against Republican opponents at least twice.
There is more... much more... but that will have to wait until after Thanksgiving.
And Marc's confusion?
"You want a bridge? Then you'd better figure out a way to build it without tolls. Or else."
That's what a Republican would have done. And that's not what he did.
Odd, that. Boldt is concerned about arguably the biggest tax ever levied on commuters in this state, a tax he supports... and he's "concerned" we're talking about it?
It will be front and center... it will be everywhere he goes... at every public meeting. Of COURSE he wants to put this behind him... but the trouble is that when you sell us out?
Ultimately, you're the one who is going to pay.
Get used to it Marc. It's going to be one of the many reasons you're voted out of office in a few months.

"C.A.S.H stands for character, attitude, skill and habits," said Madore.
According to Madore, it is the same method he uses to assess prospective employees for his company, which he believes makes it an appropriate approach to selecting public officials.
"When the public elects people, they are hiring them for a job," he said.
Madore stated he doesn’t "have anyone identified for future office" yet, but he will "defiantly" be looking for someone to challenge Clark County Commissioner Marc Boldt, who is up for reelection next year.
"I am very disappointed in Marc Boldt, there’s no difference between Boldt and the biggest deficit spender I know," said Madore.
According to Madore, Boldt is neither a "true republican" nor a "fiscal conservative."
"Boldt used to have a good record, but he’s been in office way too long … now he is a Republican-in-name-only," said Madore.
Madore also confirmed he is considering the political strategy of focusing on elected positions that sit on the C-TRAN Board of Directors or the Southwest Washington Regional Transportation Council (RTC). Madore said his goal is to be able to give the public a vote and "voice" on light rail and tolls. It’s a tactic Clark County Commissioner Boldt doesn’t believe will ultimately impact the tolling discussion.

"Even if (Madore) replaced the entire C-TRAN and RTC Board, the Federal Government will still call all the shots on tolling," he said.The Fed, of course, will have nothing to do with controlling the size of the tolls that Marc supports so strongly. That is a state issue, and there wouldn't BE any tolls if Boldt had just acted like a Republican and drew a line in the sand:
Boldt says he is "confused" by Madore labeling him a "deficit spender."
"To me a deficit is having an unbalanced budget and I’ve never had an unbalanced budget as an elected person," he said.
Boldt is also "concerned" about the amount of time political candidates spend discussing tolling.
"If a person is running for a County Commissioner position and his only issue is a state and federal issue, it begs the question what the candidate is going to do with the other 95 percent of the issues affecting the county," said Boldt.
